The pioneering of this system began with a request proposed by end users, along with a feasibility analysis, followed by system analysis, design, development, testing and implementation. Following these steps reduced the possibility of unsuitability and greatly increased its potential for successful implementation.

The system infrastructure comprises three levels of dispersed system framework with SQL and Oracle DataBase as the primary databases. It provides faculty, students and staff a web-based system interface, with VB, VFpro and .Net as the primary system languages. The system was pioneered based on the data processing premise that data appearance area is the data input area and data request area is the data output area. Data input and data output are managed together through assigning different user access rights for storage, retrieval and review of various data.

Computerization of university administration involves the integration of over 14 units, including academic, student and general affairs, personnel, accounting, purchasing and inventory. Online application for certificates and documents which are directly processed, simultaneous online course selection for the two main campuses, seating assignments for exams, purchasing, inventory control, unified accounting system, student leave application system, class rescheduling and make up, course offerings, student awards and punishment, student organization affairs, and so on, are all managed and searchable on-line via web interface. The automated official document system was built up. Faculty and staff have the convenience of a ‘single sign on’ to access the “Faculty Information Network” portal, which operates on the basis of designated used rights, to achieve desired system control and data security.

Due to the internationalization of our university, the information systems for students and teachers have both Chinese and English interfaces, allowing non-Chinese literate users to use the system with ease. To provide quick service for a large volume of system users, it is designed to make use of separated data flows and dispersed databases for data processing.

TECHNOLOGICAL BACK-UP SERVICE FOR INSTRUCTION

Providing computer-related courses and practicum for the university’s faculty and student body, and a good instructional environment for the applied professional software courses offered by each department, as well as the following:

Distance education system

Network university

Multimedia interactive audio-visual classroom instruction

Multimedia animation instruction

Virtual studio

e-Classroom system

Audio-visual resource room (VOD system)

SECURITY SERVICES

Security services are primarily a system for the control of the campus, to maintain a secure environment. On all campuses, over 1000 cameras have been installed, along with dozens of infrared sensors, to monitor the entrances and exits to every building, as well as corners of the stairwells. All cameras are monitored in either the central control center or campus security room. Recording continuously, 24 hours a day, the input is saved digitally, with requested images available for checking through the intranet. Each image is processed through a switch to a digital video recorder and a 16-bit video compressor. The digital video recorder transmits the images to the central control room center, allowing the central control room to use a control keyboard to inspect necessary images. Following an incident, images from a specified time can be inspected, and if necessary be converted to video tape or digitalized to serve as evidence for an investigation.

OVERALL SERVICE

The primary focus of overall service is the university campus IC cards, which feature 2 chips for double the usage, as well as a traditional bar code on the back. Students’ entrance to the library or dormitory, making a phone call, etc, requires only one card. The smart IC campus card combines these features. In addition, campus IC cards are also used for:

Staff punctuality status - IC cards are used to record reporting for and leaving work to maintain punctuality.

Office entrance control - Especially for offices where a lot of confidential information is stored, such as students’ matriculation data, exam items in the exam center, etc., strict security controls are essential.

Library borrowing – When faculty, staff or students are checking out or returning books at the library, their card is scanned by the card reader and an accurate record of their currently borrowed and returned materials is quickly available.

Computer classroom entrance control – Students' entrance to the computer classrooms can be securely controlled through the IC card, restricting them from illegal online behavior through university facilities.

Financial function – The campus IC card has the same functions as its financial counterparts and can be used in ATMs for cash withdrawals. In addition, the IC card chips also have electronic money capabilities. Once monetary value is set through an ATM, an IC card can be used to make consumer purchases at cooperating convenience stores. Additionally, it can facilitate relatively larger deposits and withdrawals and be used to place calls in IC-equipped public phones.

ServiceREGULAR ADMINISTRATION▸Regular administration includes Computer support services.
